LEGAZPI CITY, Philippines — An anti-administration alliance here said relatives of Rodolfo Noel “Jun” Lozada Jr. in Ligao City, Albay are expected to join them in a prayer rally and candle-lighting ceremony here late Friday afternoon.

MANILA, Philippines — (UPDATE) At least 21 people have died and more than 294,000 displaced by floods and landslides in the central and southern Philippines, relief officials said Friday.
